Message earns local approval for balanced budget plan

Governor Mark Sanford wins early bipartisan backing after promising a balanced budget to the General Assembly. In a telephone interview, Sen. Sanford vows major reforms amid budget deficit

In Columbia Gov. Mark Sanford urged restructuring of state government to address a budget shortfall that could reach a billion dollars, while proposing a cigarette tax increase funded by lower income taxes.
