Reagan Budget Seeks S&L Bailout and Environmental Cleanups

The final Reagan budget increases outlays for AIDS research and space exploration while funding a $16 billion cleanup of insolvent savings and loan institutions and up to $128 billion projected over two decades for cleaning aging nuclear sites. It trims Medicaid and agriculture subsidies, requests no new taxes, and notes deficits near $92.5 billion for 1990, with Bush’s forthcoming plan expected to mirror some deficits and focus on social programs and housing. The plan preserves Social Security and targets a balanced budget by 1993 under Gramm Rudman constraints.
