President Reagan will hold a news conference broadcast live tonight by ABC CBS NBC and CNN starting at 8 p m. Public Broadcasting Service stations will air the session live or on tape. The conference is expected to last about 30 minutes.
Don Preston Williams, a 37 year old U.S. probation officer, waived extradition and is in Aiken County Jail. He is charged with the December murder of Cyrus Lee Howard who died from three gunshot wounds at Talmadge Hospital. The shooting occurred at Five Notch Road and Coventry Circle in North Augusta.
Safety groups and insurers condemn a federal appeals court ruling upholding the Reagan era move to relax bumper standards. The court backed scrapping the 5 mph crash protection rule, a shift seen as leaving motorists with fragile protection and higher repair costs.

In Columbia on a gray October day, Tommy Taylor 17 and Carlotta Hartness 14 were killed after three drugged attackers in a blue Camaro stopped near Polo Park. The assailants fled, leading to a manhunt and the looming execution of Joseph Carl Shaw for roles in the case.
North Augusta High will add two science laboratories and partition eight rooms into two each while Byrd Elementary will install three mobile units to house classes moved from the stage and storage area. Temporary units may be bought at half the price of regular classrooms to speed relief.
