A senior official says the Soviet Union has asked to postpone the Reagan Gorbachev summit from June to September to apply political pressure during the Congressional campaigns. Officials note the United States still prefers a June meeting and that six months are needed to prepare.
The Internal Revenue Service anticipates relief from last year's backlogs with more lines and staff. By mid March callers can confirm receipt of returns by phone and receive better answers to deduction questions.

The National Weather Service warns of snow flurries tomorrow with a 30 percent chance, as the area faces showers today and a high in the low 40s. Tonight remains mostly cloudy with a 20 percent precip chance and potential snow, with lows in the 20s. Tomorrow, cloudy and cold with increasing snow and freezing rain chances, and a mid 30s high. Snow is also expected in Atlanta and freezing rain in Columbia. The forecast for Thursday and Friday calls for upper 30s to 40s highs and 20s lows, with partly cloudy skies by Saturday.
The United States and Vietnam discussed 50 new MIA reports and aimed to resolve about 1,800 missing servicemen by 1987. Armitage noted reports would be shared in late February and no MIA liaison office is planned in Hanoi. Vietnam praised efforts and cited a two year plan begun Jan 1.
President Reagan plans new economic sanctions against Libya over alleged support for terrorists tied to the Rome and Vienna airport attacks. A military option remains possible as officials discuss the move after Reagan’s California vacation and a foreign policy strategy session.
President Reagan will take questions from reporters in a live half hour session. It will be carried on major radio and television networks from the East Room of the White House at 8 p.m.
The space shuttle Columbia, on its first flight in over two years, was postponed a fifth time due to bad weather in Florida and at emergency landing sites in Africa and Spain. NASA will not try another launch before Thursday to inspect engine compartment insulation after two days of fueling. A new date will be announced later.
A Voice of Lebanon report says Syria fired at Israeli warplanes over eastern Lebanon's Bekaa Valley with at least two Soviet SAM-6 missiles. One exploded over Deir el Qalaa near Beit Meri. second location not disclosed. No confirmation from Lebanon, Syria, or Israel. Israeli warplanes flew over Beirut and Bekaa, with sonic booms reported.
