State cuts limit trooper training and staffing

Myrtle Beach officer slain had arrested suspect before
Myrtle Beach officer Joe McGarry was killed Sunday after stopping Luzenski Cot trell, who had been jailed six months earlier on marijuana distribution charges. Prosecutors said Cot trell may not have recalled the prior arrest. Bond hearings were held as mourners and fellow officers attended McGarry’s memorial.
