Police patrolled a 17 block Negro section of Wilmington following predawn sniper fire and damaging hit and run incidents. White militants hoisted a Confederate flag at a headquarters in the district and arrived with firearms while vowing to guard property.
Five Democratic presidential candidates hold the key as the Senate added an antibusing measure to a higher education bill by a 43-40 vote. The five campaigning senators oppose the provision but were absent for the vote and may return to erase the amendment. Senators Muskie Humphrey Jackson McGovern were set to attend. Hartke's decision was unclear.
Nixon strategists see Ted Kennedy as a potential factor in a fractured Democratic field. They note Kennedy has ruled out a presidential bid this year while Muskie leads, Humphrey and McGovern gain strength, and Lindsay remains a distant contender.
