Senate weighs tax swap plan in South Carolina

The plan would raise the sales tax to 7 percent except on groceries and shift school and local government costs off owner-occupied homes, costing about 116.8 million in year one and 396.4 million by 2009-10. Senators remain skeptical and plan to defer final action, aiming to forward a bill to the Finance Committee by March 28.
