Peeley, born August 3, 1908, entered city council in 1946 and became mayor the same year. He won the mayoral election in 1952, left city government in 1955, and returned to the city council in 1957 followed by another mayoral election victory.

U S Claims Court ruled the contract covered the severance pay, prompting DOE to appeal. The decision affects nearly four decades of site management by Du Pont.
