Tragic Dec. 20 Shootout Ends in Officer Scotty Richardson’s Death

Solicitor explains guilty plea deal in Carter case
Second Circuit Solicitor J. Strom Thurmond Jr described the plea as the result of late deliberations after a jury was seated. He said prosecutors were not convinced the jury would reach a unanimous death verdict and noted discussions with the victim’s family and defense team.
