A secret government report based on a General Accounting Office audit says hundreds of tanks aircraft missiles and other weapons were taken from U S readiness stocks and sent to Israel after the 1973 Mideast war or diverted to Vietnam in the late Indochina era.
Washington officials anticipate a 49 nation African summit will condemn South Africa's military move in Angola but not recognize the Soviet backed Luanda faction. The meeting could urge the MPLA to form a coalition with two U.S. backed groups after a cease fire, a course favored by the United States. William F. Schaufele Jr. promotes this approach during his tour of Zaire Gabon Cameroon Ivory Coast and Senegal.

Mexico's Foreign Minister Emilio O Rabasa resigns amid a policy clash over UN votes against Zionism. President Luis Echeverria names Alfonso Garcia Robles, Mexico's UN ambassador since 1971, to succeed Rabasa, with Garcia Robles having led the delegation that cast the controversial votes.

A locker bomb at LaGuardia Airport killed 11 and wounded more than 50 in the baggage area. The 6:33 p.m. explosion closed the airport and disrupted 45 flights. FBI agent Jeff McMurtney was in serious condition after surgery.
The Postal Service will raise letter postage from 10 to 13 cents, effective 12:01 a.m. Wednesday, following a Court of Appeals stay on a district court ruling. First class letters cost 13 cents for the first ounce and 11 cents for each additional ounce, with postcards rising from 7 to 9 cents.

The annual Christmas bird count in Aiken State Park area shows fewer species and overall lower numbers this year. Seven counters reported at least 80 species with three great egrets noted, while field birds were scarce and hunters blamed for habitat disruption. The two week census runs December 20 to January 4 and gathers data on winter ranges and migration patterns for researchers.
