County finance official Terry Bodiford says a new ordinance will require any county office handling money to work with the treasurer to ensure accounts are properly insured. He notes about nine clerk of court escrow accounts are involved and that the county remains in strong fiscal health with a surplus added to fund balance and no TAN since 1999.
Richard Kelso, 62, head of PQ Corp with 69 plants in 18 countries and 1,600 workers, and his wife Dawn, 45, were arraigned on child abandonment and conspiracy charges after leaving their 10 year old son Steven in a wheelchair at Alfred I. duPont Hospital for Children. The couple, from Exton Pennsylvania, were freed on bail.
