Health care costs Hurricane Hugo recovery and solid waste management were rated the top three issues facing the South Carolina General Assembly in 1990 by 124 surveyed House members. The House Research Office used a five point scale. results reflect opinions of respondents, not votes. 53.2 percent replied by the December 11 deadline, with the Top 10 including hazardous waste disposal rural health care highway safety government consolidation automobile insurance wetlands protection and local option sales tax.

The 1980s brought major changes to Aiken County Public Schools including new campuses Midland Valley Silver Bluff and South Aiken opening in 1981 and consolidation of Langley Bath and Burnettown into Jefferson Elementary. Windsor Elementary burned down forcing 200 students to relocate to Oakwood Aiken Elementary. Aiken Elementary closed in 1983. Kalmia Hills special education school was sold and Pinecrest Elementary became the new special education site. District Superintendent Ted B Willis retired after 31 years. Dr. Robert W. Paskel succeeded in 1982, followed by Dr. Joseph R. Brooks in 1987. Junior highs were replaced with a middle school program.
