COLUMBIA The warning from Clemson University's Strom Thurmond Institute four years earlier about the state budget plight was reportedly ignored as lawmakers expanded tax cuts and programs. The budget has been trimmed by more than 460 million in 18 months with cuts possible again in February. Representative Gilda Cobb-Hunter criticized officials for ridiculing the institute’s findings while pursuing relief and new initiatives.
