Congress passed a sterner welfare reform measure forcing able bodied recipients to work or train while expanding federal funding for services like day care. President Nixon faces a choice to sign and anger liberals or veto and anger Southern conservatives.
In Belfast a 16 year old, Martin McShane, was shot dead by British troops after allegedly pointing a gun. Soldiers opened fire as he climbed a fence into a playing field in Coalisland County Tyrone. About 40 bystanders gathered around the body as an ambulance took him away. The death marked the 197th in 28 months of Northern Ireland violence.
Mrs Lady Bird Johnson attends the gala premiere of Nicholas and Alexandra at the Criterion Theater in New York. She is joined by hundreds of guests for the benefit screening hosted to aid the National Hemophilia Foundation.
The United States pressed for a two week delay of the Paris peace talks after rejecting a Communist demand to hold the next session on Thursday. No immediate Communist reaction was reported as Porter proposed December 23 for the next meeting to allow Viet Cong and North Vietnamese delegates time to advance talks. The Communists accused Porter of trying to sabotage proceedings and demanded the 139th session be held Thursday.
South Carolina Democratic Party Chair Don Fowler said several credible candidates could challenge Senator Strom Thurmond next year but he is not a candidate himself. He listed former Gov. Robert McNair and Reps. James Mann and Bryan Dorn among possible contenders and did not rule out a Black candidate in the primary. Fowler cited Thurmond’s Nixon ties, economy, busing, and the textile pact as factors backing a challenge.
General Campaign Chairman Bert Freeman announced Aiken County exceeded its United Fund goal with a final tally of 280 443 dollars, 101 percent of the target and 10 percent over last year. Conrad Hartzog credited Freeman and Graniteville Company for top contributions and praised workers and residents for the highest raised for 13 member agencies. Melvin Yance of Graniteville noted totals reached 52 699 dollars.
Indian officials announce Gen. Manekshaw will order a cease fire immediately once Lt. Gen. Niazi confirms surrender. News blackout imposed as Indian forces press toward Dacca while Chittagong faces shelling and naval bombardment. Reports note six miles from Dacca with three attacking columns in range.
In Charleston, mayor Palmer Gaillard, a three term Democrat, won re election against Arthur Ravenel 9004 to 8198 amid a strong showing in Negro wards. Officials counted 388 challenged votes and a voting machine glitch hindered one precinct.
Deputy Superintendent Jesse A. Coles described the state education department's eight point program to the Aiken County Board of Education. The plan aims to cut dropouts boost kindergarten and adult education, improve language and math basics, expand vocational and handicapped programs, and raise post high school enrollments. A proposed $45.2 million budget package would fund teacher salaries and other goals for 1972 73 with over 32 million for teacher pay. Educators heard the meeting was held at East Aiken Elementary with more than 200 attendees.
Aiken family of five, with a mother and four children ages seven through 13, faces poverty and crowded three rooms. The father is absent, welfare help is pending, and they owe four months of rent. The Salvation Army has approved aid and the community is urged to donate to the Aiken Jaycee Shopping Tour Fund for Christmas relief.
