The Labor Department reports a 0.4 percent November rise in the Producer Price Index, driven by a sharp increase in energy costs while food prices fell. Excluding food and energy, prices rose 0.1 percent after a 0.3 percent decline in October.
Iraqi oil moved toward Turkey after UN approval, signaling relief from sanctions as 29,000 barrels entered the Kirkuk to Yumurtalik pipeline. The start followed a UN deal to fund food and medicine, though flows halted when deliveries preceded buyer contracts. Ahmet Buba said pumping began in the 268 mile line from Kirkuk to Yumurtalik.

Budget options run 1997 to 2001 with about 2.81 million dollars, and the district may exit participation if goals fail. The board also authorized action on a North Augusta development zone and re elected Dr John Bradley as chairman and Kay Chriswell as vice chair.
