Houston judge upholds a 10.53 billion award against Texaco for blocking the Pennzoil Getty Oil merger. The decision provides some protection for Texaco while signaling the largest civil court verdict in U.S. history. Analysts expect Texaco to appeal and consider a bond to avoid immediate liquidation.
In Moscow Mikhail S. Gorbachev told U S businessmen that the Soviet Union seeks removal of the ban on high tech exports but will not beg. He added that embargoes and boycotts labeled as political do not cripple the economy but erode confidence in the United States as a trading partner.
