U S Army private Matias Yzaguirre Jr 22 Brownsville Texas faces negligent homicide charges in the death of a Vietnamese boy in Qui Nhon. He remains confined in Da Nang stockade as investigations continue amid post shooting unrest.
Officials said a 13 year old boy was killed by a soldier who fired a warning shot to scare off youths attempting to steal C-rations from an Army truck. Two Vietnamese witnesses told reporters two GIs in a truck fired deliberately as the boy sat on a school fence, with no theft attempt.
A survey of ten major city mayors finds most rate Nixon's performance for cities as less than satisfactory. They largely praise his federal revenue sharing and welfare reform proposals and approve his new federalism plan to shift power to states and cities, yet fault his failure to push legislation and funding.
The federal government will conduct a confidential survey of more than 8,000 selected firms next year to gauge the impact of tight money on capital investment. At the private advisory panel's urging, three new questions will test clarity and usefulness, comparing credit conditions with 1961-65.
British power crisis widens with 125 000 workers in the go slow still out for pay talks. Albert J. Dooley a 40 year old Lexington attorney announced he will run for the State Senate seat vacated by Floyd D. Spence. Dooley a former four term state representative said he will run as a Democrat but not on a party label. Spence resigns his seat December 15. Lt Governor elect Earle Morris will also resign his seat. Dooley is the first to announce for the seat.
The Aiken Soil and Water Conservation District held its 19th Annual Awards Banquet highlighting conservation and community helpers. South Carolina State Senator Gilbert E. McMillan gave the keynote, and A. E. McCord of Wagener won the Conservation Farmer of the Year award with his adopted son Glenn Davis McCord presenting it. District leaders D. T. Mat his, James D. McNair, Herman Hahn, and A. E. McCord attended with others paying tribute. George Brodie traced district origins to 1937 and its five commissioners, noting landowner support as district aim. Tommy Coward praised the 1970 accomplishments, including being named Outstanding Conservation District of the Year.
The Advisory Council in Area One announced tougher rules for Aiken schools to go into effect after holidays. Expulsion replaces suspension for offenses such as blackmail intimidation threats and molestation of students or staff. About 50 parents and teachers supported the plan at a council meeting. Overcrowding at two elementary schools and high enrollment at Aiken High and Schofield were cited as contributing factors.
