The Senate 57 to 34 approves a rescue bill for the Farm Credit System, offering unlimited standby federal aid and centralizing finances to strengthen the lender before Congress adjourns. The House moves similar legislation to a fast track.
In Greenville South Carolina high school students intending to study education score lowest on SAT math and verbal. A Carnegie Foundation survey shows SC seniors planning education majors average 356 verbal and 383 math early figures, totaling 739, about 160 points below the national average.
Census Bureau finds fertility rate at 65.8 births per 1000 women aged 18 to 44 in the year ending June 1984, the lowest level of the decade. It notes a slight late 1970s rise, then a plateau 1980 to 1982 and a drop in 1984 amid economic uncertainty.

A $2500 reward is offered for information leading to his recovery and conviction of abductors with anonymity guaranteed if requested.
President Reagan urged the Soviet Union to draw back barriers and join a broad people-to-people exchange with the United States. Speaking at Fallston High School he said exchanges could improve world safety though he warned the USSR is not a democracy. He called Gorbachev a determined leader willing to listen.
