An 81 year old Georgia prison inmate, Robert Franklin Atkins, is identified as the suspect in the 2000 murder of Aiken teenager Jessica Carpenter. Atkins faces charges including murder and burglary first degree. The case linked by DNA matches after extensive lab work and database searches.
The DNA sample from a prison inmate linked to the 17 year old Jessica Lynne Carpenter murder, guiding investigators to Robert Ankins of Augusta. The State Law Enforcement Division maintains a CODIS style database fed into national data systems to identify suspects.
Lt Ira Jeffcoat, director of SLED’s DNA lab, notes plans to compare samples against local and national databases. The program, assessed in 1994, requires criminal offenders convicted of sex crimes in South Carolina to provide DNA for the database.
