Rumsfeld urges caution on new intelligence chief proposal
Defense Secretary Rumsfeld warned any shift to a national intelligence director must not impede military briefing and decision making. He noted wartime constraints while Senate committees debated whether the director would hold budget and hiring power or Cabinet level status. John McLaughlin supported giving the director control over foreign intelligence spending and performance evaluation. Senator Roberts pressed for budget and staffing authority, while Senator Warner favored elevating the CIA director to Cabinet level with added powers.
