Folly Beach Mayor Richard Beck declines a state investigation into the deaths of two College of Charleston Governor's School students off Folly Beach on June 29. Gov. Riley, via press secretary Russ McKinney, says SLED will not probe, noting such inquiries are typically for criminal matters. One victim is Curtis Bryant of New Ellenton.
A CDC NIH study finds lung cancer rates among white American men peaked in 1981 at about 82.8 per 100 000 and fell 4 percent from 1982 to 1983, while rates for women continue to rise due to slower declines in smoking.

U S Senator Ernest Hollings cites a GAO study showing long term radioactive contamination at the Savannah River Plant with groundwater and soil impact and a risk to the Tuscaloosa Aquifer. The report urges sustained containment and remedial cleanup while DOE actions limit further contamination.
An SRP official says one security drill with imitation terrorists failed to grade, but three other simulations at Savannah River Plant and other DOE sites succeeded. The evaluation followed a May test where fake attackers penetrated SRP and a Texas facility with laser-based sensors and armed personnel. Rep. Dingell and others say breaches were shown, though SRP disputes this, noting all graded exercises were favorable.
A Rehnquist critic Senator Joseph Biden faced questions after disclosures about a Delaware home deed restricting black ownership. Biden said the restriction did not apply to his family and that his parents disavowed it. Rehnquist moved to remove a similar clause from his Vermont residence.
Researchers at Princeton University report an experimental reactor reached a milestone in fusion research heating the device to 360 million degrees. MIT plasma fusion center director Ron Davidson calls the result a very significant major milestone for fusion.
