IRS Commissioner Lawrence B. Gibbs announced new procedures to prevent wrongfully seizing bank accounts to settle a tax debt. He pledged refunds for any account shown not owed and framed the reforms as treating taxpayers like customers amid criticism of a bully image.
Portsmouth Rhode Island AP reports blind sailor Jim Dickson started his solo trip to Plymouth England with more than 70 relatives and friends bidding him farewell. He expressed mixed nerves about wind and timing as he set off expecting the voyage to take about a month.

GAO report says Attorney General Edwin Meese III failed to disclose assets and income from his partnership with Financial Management International in 1985. It notes lack of ethics office permission for hiding China investments under a blind trust and misreporting the partnership as a single asset.
