The Ghanaian government cancels Secretary of State Kissinger s trip set for Thursday and Friday. U S officials attribute the move to Soviet diplomatic pressure and agitation with Ghanaian authorities and students. A staff member said a formal protest to Moscow was contemplated.
Maine adopts a comprehensive Criminal Code revision taking effect Saturday. Prostitution reforms reduce jail risk and small marijuana offenses lose serious crime status while a five year sentence remains possible with no parole. Atty Gen Brennan notes aim to remove junk from the codes allowing police to focus on genuine anti social behavior.
Senate action was slated on Sen. Jesse Helms right to life constitutional amendment. Sen. Birch Bayh said he would move to reject the Helms measure and claimed he had the votes to do it.

In Sacramento, Steven Soliah was found not guilty in a federal bank robbery trial but may still face charges related to harboring an underground lover.
