Budget Hopes Linked To SS Budget

Washington sources say White House and Congress negotiators rely on a Social Security study commission to propose enough cuts to drop the 1983 deficit below 100 billion. The current worksheet shows a 95 to 99 billion deficit, including 10 billion in unspecified Social Security cuts, with 1984 cuts projected at 16 to 18 billion and 12 to 16 billion for later years. The panel is not due to report until late 1982, and lawmakers may delay or scale COLA increases. Negotiators met but made little progress and reconvene Tuesday.
