Moscow reported that Mikhail Gorbachev said he would resign as party chief if a no confidence vote passed but the Central Committee overwhelmingly rejected the idea. Ivan Volozkov accused him of abandoning the party while Deputy head Vladimir Ivashko announced the Politburo dismissed the proposal.

The Department of Energy awarded Westinghouse Electric Corp a contract to police its own work at the Savanna River Site and oversee tasks by two company subsidiaries including the SRS operator. The agency acknowledged a conflict of interest but argued no other firm could complete the job on time and in the public interest. Advocates doubt the NRA backs national background checks despite endorsing a Virginia model. Virginia's law, in effect since 1989, requires rapid computerized checks for pistol or semiautomatic buyers, with 89,329 checked and 1,461 rejected. Critics say national adoption via Rep Harley Staggers Jr would fail without similar state digital access and favor the Brady Bill with a seven day wait.
