CAPE CANAVERAL Florida AP a wayward computer forced NASA to scrub the Columbia space shuttle launch delaying the test flight for at least a day. Astronauts John Young and Robert Crippen were within 16 minutes of liftoff when a fuel cell problem and then a computer failure halted the countdown. launch director George Page said the clock was stopped and crews prepared to evacuate the crew to their quarters.

Belvedere Reactivates Water District

In Belvedere South Carolina the town moved to reactivate a 1956 water district after a show of hands vote. About 20 of 100 citizens backed immediate action to purchase Water Distributors Inc. Court orders deadline miss leaves hazardous drums in place

132 fifty five gallon drums of diastrophenol sit at an unauthorized Aiken County site after a court extended the deadline. Continental Trading Company of Atlanta owns the chemicals Sonneborn Refractories and Chemicals Inc has stored them in Aiken since last summer. A hearing before Judge James E Moore is set for next Tuesday. Contempt of court is cited and a $15,000 bond must be posted by next Thursday. Federal guidelines govern the move to meet safe transport standards.
