Spending and incomes rebound in February
U S consumer spending rose 1.1 percent in February after a 0.4 percent drop in January, the strongest gain since February 1994, while personal incomes improved. Analysts caution that growth may stay sluggish due to weak income gains and debt, with fourth-quarter growth revised down to 1.2 percent. In South Africa, ten AWB members were jailed for 3.5 to 26 years for deadly 1994 bombings as whites resisted the end of apartheid.

School standards abandoned by House subcommittee action
A South Carolina House Education subcommittee scrapped the Education Accountability Act standards and approved a study commission to gauge progress. Dr Linda B Eldridge praised the move as a careful approach responsive to educators while critics warned it delays accountability and reforms. The bill, proposed by Dr Barbara Nielsen, would tie grants to goal achievement and could replace principals or renewals for underperforming schools.
