EXPLICIT from in dia. The time slot is sometmes called the "safe harbor," because children are less likely to be watching TV during the late night and predawn hours. "The safe harbor will be enacted on April 14 in Aiken," Barrett said, emphasizing that absolutely pay per view "adult programming" will be available aside from the harbor hours. Sexually-oriented programming constitutes about 30 percent of local pay per-view business, Barrett added. Operators must either stop offering the service, readjust their equipment to create total scrambling of explicit images and sound, or send the programming into the eight-hour overnight slot. Cavanaugh, with the support of Aiken County Council Chairman Ronnie Young, has emphasized that people who do not want such programming in their homes should not have any of its scrambled or otherwise-made Referring to sexually explicit material, Cavanaugh said, "Short of blocking it out totally from homes . I think this would be your second choice. Still, a lot of kids who do not go to bed at this hour . will still be affected by it, but this is better than what we've got now." He referred to the change as "a step in the right direction." Barrett said the change will result in Intermedia "losing revenue," but repeated that the business will move to decrease losses by offering customers other pay per view choices.
