18 Billion Dollar Emergency Appropriation Sent to House
Washington March 27 An 18 302 187 148 emergency appropriation bill carrying funds for 31 070 new army war planes and for an army that will reach 3 6 000 000 by year end was sent to the House by the air Appropriations committee. Recommending that most not over 1 000 000 000 be turned to the War Department the committee asked for 6 990 000 000 for planes with spare parts radio and ordnance. Congress had provided funds in January for 33 000 planes and Lt Gen H H Arnold said another 23 550 would be requested. Roosevelt recommended a 60 000 plane program for this year and a 325 000 plane program for 1933. The total of the bill lifted defense and war appropriations past 160 000 000 000 since July 3 1940. The committee warned that such totals require clarity to avoid public confusion over expenditures. The large appropriation would fund navy ordnance aviation marine corps coast guard and ship repair plus army quartermaster service post construction training defense workers and increased aid to states.
