Merrill Stubbs, chief of WPB automotive salvage, says wartime transport must come first and that old cars not usable as transport should be requisitioned for scrap. Forty-one petitions were filed yesterday, with major parties widely expected to run unopposed in primaries. Republican Secretary of State Harry F. Kelly sought a first term. Democrat Prentiss M. Brown and Frank Murphy planned to file later.

London reports say United States and British staff officers discussed limited diversion to aid the Soviet war effort if south Russia deteriorates. Prime Minister Churchill renewed second front talks, aiming to frame immediate aid, safeguard Russian communications, and possibly a small northern strike to hit U-boat bases.
The military commission trying eight alleged Nazi saboteurs prepared to hear defense evidence after 11 days of government case work. The court adjourned early, noting the defense would start presenting evidence tomorrow morning as prosecutors declared the case formally rested and motions were argued.
Detroit July 21. The Detroit Civil Service Commission discharged 118 probationary street railway employees for taking part in last Friday's strike. Another 310 regular workers are suspended pending proof they did not participate. The strike disrupted thousands of war plant operations and drew mayor calls for punishment of leaders.
Rostov is said to be aflame as German forces push toward the city from three directions in a broad Don basin offensive. Red Army units fight to push back across the Don and prevent a collapse of bridgeheads while Rumanian reinforcements arrive south of Rostov and strategic lines along the Donets and Don shift amid heavy tank losses and air attacks.
