Washington February 16 Amid worry over tax paying lethargy the United States Chamber of Commerce proposed a new pay as you go plan largely deferring 1942 liabilities until after the war Ellsworth C Alvord chairman presented the plan to the House Ways and Means Committee saying a 20 percent source witholding tax should begin as soon as possible potentially July 1 quarterly income tax payments on March 15 and June 15 would apply to 1943 liabilities when the plan takes effect the plan would withhold the 20 percent at source and debt would be collected on a current basis the deferred 1942 obligation would be collected after hostilities end with no interest and a substantial discount for early payment.
