Adrian city moves to regulate amusements and trailer sites with two ordinances under first readings. Trailers and tourist camps barred from residential zones and limited to 45 days per year, with shorter limits and property-owner permission required for small back-yard setups.
Light turnout in Lenawee county township elections produced no major issues. Incumbents John C. Calhoun and W. E. Seager were returned to the board, with Calhoun starting his 31st year and Seager his 20th. City officials plan an ordinance regulating trailer camps to control migration workers for defense plants. The measure sets licensing, fees, and inspection requirements for camps in city limits.
Lansing reports that federal priorities will not permit Michigan to buy fire fighting apparatus for civilian defense. State purchasing director Eugene A. Gump said funds allocated for Wayne, Oakland, and Macomb counties cannot be used until priorities allow. Lieut. Col. Harold A. Furlong explored Washington options as to future supply.
Survivors recount a March 8 shelling that left Captain James Stewart and six others dead among 50 crew aboard a Fanaliamanian vessel. The ship was shelled for over two hours, torpedoed, then reboarded by the crew and brought to Mobile, Alabama, despite losses. Navy released survivor accounts yesterday.
Allied airmen from Australia and the United States conducted raids described as among the heaviest yet. They hit Rabaul Harbor and Gasmata with direct hits on Japanese targets while aircraft were damaged on airfields. Officials urged caution despite recent Allied successes.

The comptroller of the currency issued a call for a statement of condition of all national banks as of April 4. The state banking department also issued a call for state banks’ condition as of April 4.
Secretary of the Navy Knox said U-boat attacks along the U S Atlantic coast dropped off last week likely due to new protective methods. Navy noted 14 submarine attacks in Western Atlantic last week but only two struck the coast, with most occurences elsewhere. Since Pearl Harbor, 114 ships have been sunk, including 59 off the United States and four off South America. Knox said the merchant fleet operations on long voyages are under careful study.
London dispatches say Laval's reappearance as a key figure in Vichy raises fears he will push for surrender of parts of the French fleet to Germany. German army mutterings for direct control and Madagascar's importance in the Indian Ocean add to the tension. Britain weighs the risk of Axis control of the fleet and the quest to keep US ties for supplies.

Rear Admiral Bradley Allen Fiske, 87, retired naval officer and innovator, died last night in New York. He shaped naval warfare with early air force ideas and inventions including the aerial torpedo and radio guided torpedo plane. He clashed with Secretary Daniels over naval strength, but was hailed as one of the Navy’s brightest officers. His daughter Caroline Harper Fiske survives. Australian survivors accuse Japanese forces of cold blood killings after capture on New Britain and New Guinea. Three officers recount being among ten, with others shot or bayonetted after surrender. They describe forced death orders, plane leaflets promising death for non surrender, and their later rescue days later.
Rear Admiral 3. W. Wilcox Jr., 60, disappeared overboard in heavy weather during routine cruising. Navy Dept said details are scant. He had sea duty since last November and headed the Navy Board of Inspection and Survey before his last assignment. Survived by widow, a son and three daughters. Born Milledgeville, Ga. A garage at the home of Mr and Mrs Norman Regewall burned yesterday afternoon damaging the kitchen and roof. Firemen Harold Schlatman and Howard Clucas were hurt but not badly. Loss estimated at 1200 dollars, partly insured. Separate item notes British raid on Ruhr and Rhineland limited by bad weather after a larger attack the night before.
The UAW-CIO executive board proposed an equality of sacrifice program at a Detroit war conference. It includes non overtime pay for over 40 hours, rigid price controls, and limits on wartime profits, with wage raises to restore 1941 levels and a guaranteed living wage for dependents. It also calls for debt moratoria, a labor division in the War Production Board, and a national plan coordinating government, labor, industry, and agriculture.
The Wat Department says fighting on the Bataan peninsula in the Philippines produced heavy casualties for both sides with some enemy gains at the center. Aerial bombing of rear areas and the south coast was severe, anti air batteries shot down a Japanese amphibian plane, and a two hour artillery barrage struck Corregidor and Fort Hughes with no damage or casualties.
Kuibyshev Russia April 7 Aerial warfare escalates as spring thaws slow ground fighting. The information bureau says Germans lost 415 planes in the eight days March 29 to April 5 while Red Army losses rose. It notes 18 German aircraft were shot down on Easter Sunday alone and claims Soviet forces killed 2,300 Germans on the Lenin grad front in two days. Paragraph mentions Hungarian troops mutinying per Tass and parachutists wiped out by Russian fire. Cavalry and horse-drawn sledges expected as front becomes a vast quagmire. DNB cites spring mud hindering movements and over 100,000 Russians captured in early 1942.
London reported the British destroyer Havock wrecked off the coast of Lunisi France. Madras issued its first air raid warning with no bombs dropped and the all clear sounded an hour later. Washington announced most consumer durable goods production would halt by May 31 as war production expands. Donald Nelson questioned if the pace was right, signaling orders to stop private building and ban iron and steel use in hundreds of items.
