City Administra tor Robert Finley presented a 1 564,624 budget to the city commission Monday night, comparing it with last year's 7,613,138. He warned further economies may be needed to maintain services and highlighted past cost reductions from 1937 to 1959 while detailing capital plans and bond-financed projects.
Police Chief A M Andrews labels politics and the state civil service act as key problems in Adrian police operations. He resigned effective May 11 at the city administrator’s request after two months of reforms, noting incidents of picket-line coal transport to Consumers Power and internal complaints about an officer’s time sheets. He urges a single in-house command, policy votes by the commission, and retention of civil service with balanced discipline.
David Norton, 41, pinned in a 200 ton plastics press at West Maple Avenue plant. Police freed him after about an hour as he called for help and hurled objects through windows. Norton was taken to Bixby Hospital and then Toledo Hospital for treatment.
Tecumseh voters re-elected three councilmen and chose two new members. A total of 934 votes were cast led by Harold Easton with 634, followed by Arthur Schwartz 591 and Mayor H. H. Hanna 545. The mayor will be elected by the new council.
The board of review urged city officials to hire an outside firm to reappraise Adrian real estate for tax purposes, arguing local assessors cannot handle the city’s magnitude. They noted inequities in current valuations, approved May 2 for a public meeting, and praised City Assessor W. Robert Frank. The group reported total property valuation of 48,659,000, with city figures compared to 44,500,000 in 1953 and 47,000,000 in 1958.

Ben-Hur, a 15 million dollar epic, swept Oscars last night becoming Hollywood’s costliest triumph. Charlton Heston won best actor for Ben-Hur, while Hugh Griffith earned supporting actor. Room at the Top won screenplay and best actress for Simone Signoret, though Ben-Hur did not receive an actress nomination.
Charles de Gaulle, tearful at Victoria Station, returns to London after 16 years as President of the Fifth Republic. The Queen and 100,000 celebrate with the marseillaise, with De Gaulle greeting First Marshal Alexander and Prime Minister Macmillan before a three day visit for talks.

The city commission faces choosing one member for a five year term on the hospital commission on the third Monday in April. Expiring in May is Dr Elmore Buskirk a dentist who will not seek reappointment. Trustees named four citizens for possible board seats and medical staff urged appointing a physician. Disagreement arose among doctors with 13 signing against a doctor candidate, eight supporting Dr George Wynnery. The American Association of University Women previously recommended a woman candidate. Edith Salter or Mrs Howard White Sr. were proposed. A 271 signature Adrian area petition urged a doctor be appointed, plus 446 more supported a physician on the board.

He called Nixon a credit to the administration and party with long service, while mocking Democratic hopefuls and pledging no orbiting rhetoric. A six member arbitration panel in Chicago opened hearings on a wage case affecting about 800,000 railroad workers. The Brotherhood of Locomotive Engineers seeks a 12 percent pay increase, while rail lines push for a 15 cent hourly cut. The panel includes professors from Harvard and Princeton as neutral members, plus industry and union appointees. A ruling is due within 40 days, by May 15.

State police report a 16 month old girl, Janet L. Dashner, died at home in Marenisco after becoming entangled in a cord that held her baby chair. Her mother was momentarily away when the tragedy occurred.
