Budget moves discourage new building

Washington AP reports that Agriculture Department budget cuts and tighter loan rules have slowed farm plans to expand grain storage. ASCS data show 1972-73 loaned $156.6 million for 41,046 bins, capacity 313.5 million bushels, while current year’s program may fall to $50-$75 million. Interest hikes to 8.75% and higher down payments to 30% curb borrowing. December cuts trimmed maximum borrowings to $25,000, excluding concrete and wiring. To date about $800 million has funded storage capacity around two billion bushels.
