Soil Bank to Put Millions of Acres in Production Delay

The Agriculture Department estimates 8 to 15 million acres, normally planted to major surplus crops, will enter the soil bank program this year. Farmers receive payments from 4 to 366 dollars per acre to idle land and apply conservation practices, with a goal of reducing surpluses in cotton, wheat, corn, peanuts, rice and tobacco.

Dr. Horace J. Harper of the Noble Foundation says summer fallowing increases moisture conservation and weed control for fall planted small grains in southern Oklahoma. Deep plowing six to seven inches and a rough soil surface improve water absorption and root development, aiding nitrogen buildup and later forage and grain production.
