New cotton program opens opportunities for Pontotoc growers
Gene Maloy of the Pontotoc County ASC outlines the 1971 upland cotton plan under the Agricultural Act of 1970. The program offers more flexibility and responsibility, with no marketing quotas or penalties, but payments and loans limited to signups with farm allotments. A 145 million acre national cotton allotment is set for 1971, Pontotoc County 721 acres, signup March 1 to April 9 at the county ASCS office. Participants must set aside up to 20 percent of base acreage for conserving uses and maintain conserving base. Price-support loans and payments apply to planted cotton within allotments, at a base loan rate of 19.3 cents per pound.

Set-aside programs announced for 1971 crop plan
Secretary of Agriculture Clifford M. Hardin announced 1971 set-aside rates including 20 percent for feed grain and upland cotton and 75 percent for wheat.
