Spooner Justifies County Travel Funds
The 1965 Halton County Council travel and entertainment expenditures were defended by Minister of Municipal Affairs J. W. Spooner in a letter to Oakville clerk S. A. Featherstone. He noted Oakville Council misread section 410 of the Municipal Act, saying travel and other expenses of officers were allowed on normal municipal business. The minister argued the audit lacked consideration of sections 377 paragraphs 10–14 and that total constrained outlays reached 2,247 dollars, not the 2,500 limit. County suits have faced criticism since the audit report.
