A Wisconsin territorial assembly proceed reporting on apportionment and exemptions debate. The journal notes amendments to exempt homesteads, calls for reconsideration, and a lengthy discussion on boundaries and state admission conditions with speakers including Mr. Chase, Mr. Lakin, and Mr. Dunn.
The Madison 1848 convention debated amendments mandating rights of Wisconsin to admit with delay, divided on sections, and moved to commit instructions. Members Dunn Chase Martin opposed. Joran Richardson Rountree favored. Several verbal amendments were struck, enrollment ordered, and education bank provisions referred. Further motions set terms for senate service by district, and prosecutions of state criminals, with judiciary changes and voter residency rules adopted. The committee reported progress, adjourned to 10 o clock, to resume next day.
The Wisconsin Legislature opens on Feb 7 1848 with the Council elected officers pro tem and a plan to meet the Governor. The House elects Timothy Burns speaker pro tem then Burns is chosen Speaker. Joint rules adopted and committees named. Governor to deliver annual message tomorrow in the Representatives Hall. The session sets chaplains, clerks, and firemen, with economy questions debated.
