Wisconsin Territory enacts measures to raise revenue for public debt through a territorial tax tied to land and personal property assessments. County treasurers collect funds and credit the territory, with provisions for bond payments and updated auditing. The act also revises town government rules and highway proceedings.
The act provides for annual joint ballot elections by the Legislative Assembly to select a territorial printer. The winner must post bond, swear an oath, print laws and journals, compare proofs with originals, publish laws in a Madison newspaper, and supply copies to counties. Compensation to be set by law. An act amending the act regulating taverns and groceries provides that forfeitures may be pursued in the name of the United States in debt actions before justices of the peace. Town and county boards must prosecute, with funds paid to town or county treasuries for common schools. Repeals certain village liquor licensing provisions and repeats several sections. approval dated February 12, 1845.
An act establishing judges of probate may grant letters of administration for non residents owning property or having actions against inhabitants. The probate judge of the county where property lies or the defendant resides may issue such letters, enabling estate administration. Dated February 20th, 1648.
An act to regulate tax certificates lost or destroyed in the Territory of Wisconsin. It requires proof of loss to obtain a deed for lands unpaid taxes, bonds securing double the share, and delivery of certificates to claimants within legal limits. It also establishes provision for town clerks to receive copies of Wisconsin laws and related enforcement.
An act to protect sheep and lambs from dogs. If a dog kills woun ds or worries sheep, the owner is liable for damages. Worrying dogs after notice may incur treble damages. if not confined within 24 hours, the dog may be killed. Dogs roaming August to December may forfeit five dollars. Approved February 15, 1645.
An act of the Wisconsin Territory authorizes Milwaukee County to levy a tax up to three thousand dollars annually on taxable property to fund road and bridge construction. Taxpayers in each town vote at annual meetings on their share, with the county board proportioning the tax if towns abstain. Dated February 82, 1845.
