Committee urges outside panel for state efficiency study
House committee backed Speaker Mutscher in forming an expert outside committee after a Chicago consultant outlined seven study teams to survey 12 agencies. Rep. Russell Cummings emphasized rational plans to save tax dollars, while noting some new spending may be needed as the state grows. Patrick A. Williams of Houston was named South Texas regional consultant for the Texas Industrial Commission. Former Gov. Allan Shivers became honorary chairman of a $300,000 drive for the Texas Warm Spring Foundation Center and Hospital at Gonzales.

League proposes shifting junior college funding to state level
The Texas Research League urges ending local property tax finance for junior colleges and moving costs to the state. If adopted, local taxpayers would save 72.9 million while state taxes cover the amount. An alternate plan would keep bonded debt with locals and reduce the transfer to 56 million. The group backs 200 million bond issues in 1971 and 1975 to fund construction, with community colleges run by locally elected regional boards and appropriations via the Coordinating Board. Labor Day tolls forecast 49 deaths over the 78 hour weekend, with DPS urging driver caution and vehicle maintenance to prevent tragedies. A Mexican American group plans a Labor Day proclamation on the 1966 wage march anniversary in New Braunfels, with 3,000 to 5,000 attendees and unclear candidate endorsement.
