The next Legislature must decide how to create a 23rd Texas seat after the 1950 census shows Texas growing 24.2 percent to 9,579,677, making it the sixth most populous state. district sizes vary from 297000 to 614000, and lawmakers are unlikely to redraw statewide boundaries to equalize them.
The Texas Railroad Commission set December oil allowable at 2,819,379 barrels per day on a nine day pattern after seven months of an eight day limit. Independent producers led by TIPRO urged nine days of production for the month citing stable markets and prior months’ limits.
Commissioners weighed whether the two year drop in Texas oil output improved supply or allowed other regions to seize Texas market share. The discussion centered on whether reduced Texas production benefited overall energy supply and price stability amid shifting regional outputs.
The State Board of Education rejected one book and accepted two of three challenged works. It asked publishers of Texas and Our Spanish Southwest to fix errors before a January reconsideration. Also approved Language for Daily Use and The Stockmen's Handbook amid opposition from Haley and Texans for America.
A proposal may split responsibility for elderly and mentally ill care between state and local governments. A constitutional amendment would be required. The Legislative Budget Board approved a plan to share costs for outpatient mental health care and nursing home services with city or county districts, aiming for economy and closer treatment.
The Court of Criminal Appeals refused to reconsider its 2 to 1 decision that former Insurance Commissioner J. Byron Saunders could not be convicted for perjury based on testimony to a legislative committee. The opinion is not final, and Travis County District Attorney Les Procter plans a second motion for rehearing to keep the issue alive into the new year.
If incoming Judge W T McDonald sided against Saunders the scales would tilt and Saunders conviction would stand.
The Third Court of Civil Appeals rules Texas cannot collect a 5 percent premium tax on insurance sold by an out-of-state firm not licensed in Texas. The decision cites U S Supreme Court rulings now in effect and casts doubt on the Texas law. The court notes a potential reconsideration by the Supreme Court could render the statute valid.
Secretary Zollie Steakley grants a charter for Houston Baptist College to be built by Texas Baptists on a 200 acre Harris County site with plans to open by September 1962 and an endowment of 3 million dollars for buildings. Department of Public Safety reports 7 percent drop in Texas traffic fatalities and 9 percent fewer deadly accidents compared with last year.
Funeral services for Eraclio H. Alambar five day old son of Mr and Mrs Cecil Alambar were held Sunday at Spill Memorial Chapel. Graveside rites followed in Babyland Lakeview Cemetery. He died at 945 am Saturday in Winters Municipal Hospital from a birth heart defect. Survivors include the parents paternal grandparents Mr and Mrs Tranatelo Alambar of Winters maternal grandmother Mrs Maria Hernandez of Junction two brothers Eddie and Edward and sister Esther Alambar all of the home.
The Ladies Division will hold a covered dish luncheon on Tuesday November 29 at 12 oclock in the home of Mrs. Wesley Goss.
