Texas House OKs 492.5 million tax bill and 80 million tuition hike
The Texas House passed a 492.5 million tax package and an 80 million college tuition increase while the Senate approved an 185 million college building bond plan. The bill raises sales and auto taxes, hotel tax, a corporate securities transfer tax, entertainment levy, and raises several business taxes, with tuition up from 50 to 7 per semester hour for 15 hours and an out-of-state surcharge. Both chambers face hearings as Lt. Gov. Barnes pushes state budgeting alignment. Senate support backs tuition-related revenue bonds for new higher education facilities in multiple cities. Lawmakers fault Jones on district plans, arguing rural protection and unequal urban representation.

Texas blue law survives again as court refuses review
The Texas Supreme Court declined to review a Sunday closing law tied to Cook's discount store in Bryan, reaffirming the state's blue law. Separately a Dallas plant safety glove defect case yields a fresh trial for over 20 thousand dollars in damages. The U S Supreme Court ruled highways funded by federal money should not invade public parks except in unusual cases. A Houston case held an indigent cannot be jailed to work off nonjailable traffic fines. The Edinburg murder cases were overturned for double jeopardy due to the defendants' age. Redistricting tension grows as lawmakers map new census lines and plan early battles without Austin hearings.
