Changes in social security take effect July 1 1970 with the supplementary Medicare premium rising to 5.30 dollars monthly from 4.00. J M Talbot says the increase reflects rising program costs as beneficiaries pay the premium matched by the Federal Government. Beneficiaries on cash payments are affected as the law requires annual premium adjustments.
