Texas pushes civil rights reforms and fair housing plan
A 50 member Governor's Committee on Human Relations in Austin proposes to withhold state funds from segregated districts and to create a Texas fair employment commission and department of housing. It urges a permanent civil rights commission with more funds and power and calls for open housing laws, school textbook review, free school lunches, a state minimum wage, broader vocational education, and revamped juror selection and police training. The panel notes 36 Texas districts have at least one all Negro school and 80 percent of school funding comes from the state.
