Winters Fire Strain Grows as Grass Fires Persist

For 15 days in a row Winters Volunteer Fire Department fought grass and weed fires with one to three calls daily. Chief D Waggoner warns of strain as crews respond without sounding an alarm, noting a barn and a chicken house lost to fires. Residents urged to avoid burning near structures and to keep water hoses ready.

City of Winters publishes budget for 1960 61 fiscal year

The City Council of Winters releases the proposed budget for 1960 61. The plan projects a $20 047 59 surplus if revenues meet estimates and all departments stay within budget. Expected revenue totals 359 638 00 with expenses of 339 590 00.

Standard Soil Survey Progress in Runnels District

H Giesecke Jr reports the Standard Soil Survey in the Runnels Soil Conservation District is one third complete. James Barnhill notes 235 350 acres mapped since starting in 1957 with completion expected in 1964. The survey records soil slope texture color and water absorption for farmers and ranchers to aid conservation plans.

Winters Atlas Missile Site Work Begins Near Winters

Heavy equipment moved onto the Atlas missile installation east of Winters and initial excavation started. D. V. Moore of H B Zachry Co. and Brown and Root Co. said field offices would be moved in within days. Open excavation to finish in ten days, then dig for the deep Atlas silo shaft. Surface area about football field size, sloping to 40 feet deep and 180 feet in diameter. The Winters site is one of twelve around Dyess AFB at Abilene with work expected to cover a year.

City Plans Underway as New Mail Service Nears

Post office officials map delivery routes for Winters upcoming mail start on July 23. E. E. English visits from San Angelo to coordinate routes with Rankin Pace and set up sorting, with three carriers and a leased panel truck for parcel post. Bids invited for a 150 foot capacity panel truck. deadline July 11. Residents urged to provide mail boxes or slot doors and to notify editors of address changes before start. After July 23 mail will be delivered as addressed, with options to use post office boxes or combine parcel post delivery to residence.

City to Organize Civil Defense Unit Next Tuesday

Next Tuesday night July 5 at 8 p.m. in City Hall a meeting will plan a local civil defense unit for North Runnels County. W R Bodine of the state civil defense department will join Winters City Council and civic groups to map the program and outline functions for disaster response.
