State capital highlights in Texas voters to decide April 22
In Austin, voters head to the polls April 22 for a statewide constitutional amendments election. Voters would lift the six percent cap on state pension contributions to a ten percent limit, boosting retired teachers' benefits five to 18 percent and state employees by 12 percent. The move costs about 98 million and 21.8 million respectively. The same ballot also asks to raise lawmakers' pay from 400 to 600 dollars monthly and daily expense allowances from 12 to 30 dollars. Governor Briscoe backs the pay raise if the Senate submits it. Additional emergency spending includes about 310 million in outlays for the first month of the 64th session, with Briscoe requesting 672 thousand more in quickie appropriations. The state plans to use matching funds to aid flood victims in multiple counties, with federal matches at three to one under the 1974 disaster act, up to five thousand dollars per family. A hundred twenty five thousand state employees receive a 93 million pay raise retroactive February 1, with many in various pay brackets getting substantial increases. Permanent raises beyond September are anticipated. State land leases for oil and gas yield 4.2 million in bonuses and rents, with bids led by Texas Oil and Gas Corp for 642 acres in Ward County. The School Land Board leased thousands of uplands for over one million in bonuses, plus Texas buys and river/creek properties totaling about 27 thousand.
