State lawmakers wrestle with tax questions amid pressure from 140 day limit under a new law. With May 29 marking day 140, both chambers tackle tax while loan regulation and school consolidation vie for time. Some observers predict the tax problem may require a special session just for that subject.
House approves Criss Cole bill allowing up to 39.8 percent on small loans and a $4 quarterly service charge. Amendments curb out of state chain dominance by barring nonresident owned loan companies and licensing.
The proposals would bar any single loan firm from operating more than 50 Texas branches and would require the finance commissioner to approve charges for loan related insurance. The measures aim to tighten licensing and oversight of lending firms and their ancillary fees.
An attorney general ruling clarifies that loan companies cannot receive agent commissions on group credit life or other insurance sold with loans. The opinion holds the creditor buys the policy and thus cannot earn an agent’s commission, aiding efforts to cap borrower insurance charges.
Senate discussions focused on a bill to reward consolidation of common school districts. The proposal would let consolidated districts with 1 000 or more pupils keep the same state aid for ten years, addressing economy and efficiency concerns. Sen Tom Creighton backed the plan while Sen Culp Krueger warned it would penalize low population counties and rejected paying people to economize.
A house passed annexation rule bill is under Senate State Affairs subcommittee review. A separate Senate bill, with sponsor Preston Smith, would raise highway speed limits to 70 mph on certain state roads under Highway Commissioner control. Cottages are wood frame with asbestos siding and screened porches, plus a 12-stall garage. Sealed bids due by 2:00 PM April 25, 1981, bids opened then. late bids not considered. Humble reserves the right to accept or reject.
