Texas tax plan faces mixed hearings and welfare push

Gov Preston Smith’s first tax program clears a House hearing with varied industry concerns on a $175 million revenue bill. Coin laundries and cable TV drew attention while cigarette and tobacco taxes faced strong opposition. A separate 10 cent sur-tax on moving traffic violations would raise an estimated $38.5 million. Welfare funding pressures grow as AFDC grants fall despite rising applicant numbers amid court rulings welfare reforms and a looming August constitutional amendments vote.
