Manila dispatch reports rising insurgent activity near Manila and along the railroad with clashes culminating Monday at Siniloan on Laguna de Bay. Ninety American soldiers faced about 1 000 insurgents. 12 Americans killed including Capt. David D. Mitchell and 2nd Lt. George A. Cooper, 26 wounded, 6 missing likely dead. raids and attacks spread through La guna de Bay provinces and nearby towns, telegraph lines and railways damaged, several garrisons assaulted, and refugees fleeing Manila.
Havana reports that elected delegates expect the forthcoming constitutional convention to be dominated by the revolutionary element. Nationalist delegate Alfredo Zayas says the body will pursue an independent policy and reject US influence, with many delegates favoring immediate full independence and rejection of a protectorate.

Soo-originating shipments from Twin Cities will go to Bald Eagle then onto the Northern Pacific Dash line.
Editor O Heron of the Flandreau Herald was shot and wounded by William A Bell of Dell Rapids. Bell, a member of Colonel Roosevelt's Rough Riders, accompanied Roosevelt on his recent South Dakota visit after Bell’s invited appearance. The shooting followed O Heron’s criticism of Bell’s speech at Flandreau during the Roosevelt tour.
The Times confirms Charles T. Yerkes of Chicago and New York has purchased the Charing Cross Easton and Hempstead under ground railway franchise. Yerkes will sign contracts on his return from the continent and construction starts promptly. The original directors retire and a new board is appointed. The line is slated for completion in two years.
