Washington reports a day of encouraging developments in China with no power opposing the US plan to limit foreign armies and navies to restoring peace and protecting life. Kempff notes Tien Tsin bombardment amid a general push to avoid altering China’s political status in outer relations.
Wu, the Chinese minister, told Secretary Hay at the state department that a dispatch from the viceroy of the Yangtse-Kiang provinces says he can maintain peace and safeguard foreign missionaries. He adds that with Viceroy Hun Nan he can ensure order across the southern provinces of China.
A semi official dispatch from Tokio dated June 21 confirms Vice Admiral Seymour has arrived at Pekin and states that members of the diplomatic corps are safe. An official report from Chee Foo says the foreign settlement at Tien Tsin was reduced to ashes on June 18.
Shanghai reports June 22 that British bluejackets landed at Woo Sung to protect the telegraph station. Woo Sung sits at the Wen Sang river mouth, ten miles north of Shanghai, a town once heavily fortified by China and seized by Britain in 1843.
St Petersburg June 22 The Russian minister of foreign affairs Count Muravieff died suddenly this morning after finishing coffee and ordering lunch. He collapsed in an apoplectic stroke and expired within minutes, shocking officials and the diplomatic corps in the capital.
